How the Society was Founded

The Japan British Society of Kagoshima (JBSK) traces its origins to research by the late Professor Emeritus Hachirō Satō of Kagoshima University on William Willis, a British physician who helped modernise medicine in Kagoshima. Building on this connection, and on the advice of former British Ambassador to Japan Sir Hugh Cortazzi, members of Kagoshima’s academic, cultural, and business communities founded the society in 1992 to further improve relations between Kagoshima and the UK, which share a deep historical link.

Activities Over the Years

JBSK has continued to carry out activities that strengthen friendship between Japan and the UK, including welcoming successive British ambassadors and ministers to Japan for exchange gatherings, organising lectures, and running an essay contest on the theme of admiration for and experiences with the UK. We have also worked to carry our shared history into the future, such as by planting a sapling from the ginkgo tree known as “Tōgō Heihachirō’s Ginkgo.”

The Japan-British Society of Kagoshima (JBSK) traces its roots to research on Dr William Willis—a British physician who played a pivotal role in modernising medicine in Kagoshima—conducted by the late Professor Emeritus Hachiro Sato of Kagoshima University. Building on this legacy, and following a suggestion from the former British Ambassador to Japan, Sir Hugh Cortazzi, members of Kagoshima’s academic, cultural, and business communities established the society in 1992 to further advance the deep historical relationship between Kagoshima and the United Kingdom.

Since our founding, we have fostered close ties with many distinguished guests from the UK, including British Ambassadors to Japan. At the same time, we have organised lectures exploring our profound historical links — such as the Anglo-Satsuma War and the stories of the Satsuma Students — as well as events designed to introduce British culture and society to the wider community.

In 2020, we had the privilege of planting a sapling from the historic ginkgo tree in Pembroke, Wales—associated with Admiral Togo Heihachiro — in Tagayama Park, Kagoshima City. Today, this tree stands as a living symbol of our long history of exchange and the enduring friendship that extends into the future.

In recent years, we have also hosted an annual UK-themed essay contest, creating valuable opportunities to foster a deeper interest in Britain among younger generations and the broader public.

Looking ahead, we remain dedicated to honouring the heritage of exchange built by our predecessors, while nurturing fresh engagement across diverse fields such as culture, education, and commerce for future generations.

We warmly invite all who share an interest in the United Kingdom to join our activities and help expand the circle of Anglo-Japanese friendship.

Constitution

Chapter I — Name, Purpose, and Activities

Article 1

The name of the Society shall be “Kagoshima Nichi-ei Kyōkai（鹿児島日英協会）” or “ The Japan-British Society of Kagoshima” in English (hereinafter referred to as the Society).

Article 2

The office of the Society shall be located at:

Article 3

The object of the Society shall be to promote friendly relations and to enhance mutual understanding between Japan and Britain through cultural and economic exchange.

Article 4

To achieve the object stipulated in the preceding article, the Society shall conduct the
following Activities:

Providing opportunities for exchange and friendship between the peoples of Japan and the UK
Research, introduction, and coordination regarding culture, education, industry, and tourism
Cooperation in Japan-UK economic exchange
Holding social gatherings, lectures, film screenings, exhibitions, and other meetings
Publishing a newsletter and other printed materials
Establishing and supporting a Youth Division
Other activities necessary to achieve the purpose of this society

Chapter II — Membership

Article 5

The Members of this society shall consist of Individual Members, Corporate Members, and Youth Division Members.

Members of this society shall be organised from those who support the purpose of the Society.
Admission requires nomination by two existing Members and approval by the Board of Directors.

Article 6

A Member shall lose their membership on the following occasions:

Voluntary resignation
Non-payment of the prescribed annual membership fee for two years or more
Death of the Member
Where the Board of Directors determines that the member has significantly damaged the honour of, or caused harm to, the Society

Chapter III — Officers

Article 7

The Society shall have the following Officers:

One Chair of the Society
Two Vice Chairs of the Society
Directors as needed
One Auditor
One Chair of Youth Division
Two Vice Chairs of Youth Division

The Chairman and Vice Chairmen shall be elected at the General Meeting.
Directors and the Auditor shall be appointed by the Chairman.

Article 8

The duties of the officers shall be as follows:

The Chair of the Society represents the society and oversees its operations.
The Vice Chairs of the Society assist the Chair and act on the Chair’s behalf when the Chair is unable to perform their duties.
The Directors form the Board of Directors and handle important matters of the Society.
The Auditor audits the accounts.

Article 9

The term of office for Officers shall be two years, and reappointment is not precluded.

Article 10

The Society may appoint an Honorary Chair and Special Advisors.

The Honorary Chair and Special Advisors shall be nominated by the Chair.

Article 11

The Society may appoint Advisors.

Advisors shall be approved by the Board of Directors upon nomination by the Chair.
Advisors may respond to inquiries from the Chair and attend Board meetings to offer their opinions.

Article 12

This society shall have a Secretariat, and the Secretary General shall be selected from among the Directors and appointed by the Chair.

Chapter IV — Meetings

Article 13

The meetings of this society shall be the General Meeting and the Board of Directors' meeting.

Article 14

The General Meeting shall be convened by the Chair at least once a year.

Matters to be submitted to the General Meeting for discussion shall be:
1. Budget and financial statements
2. Reports and plans on the Activities
3. Election of officers
4. Amendments to the Constitution
5. Other important matters

Article 15

The Board of Directors' meeting shall be convened by the Chair at least once a year.

The Board of Directors' meeting shall be convened by the Chair.
Matters to be submitted to the Board of Directors' meeting for discussion shall be:
1. Matters to be submitted to the General Meeting for discussion
2. Approval of Advisors
3. Approval of new memberships and confirmation of withdrawals
4. Execution and management of the budget
5. Formulating and executing the plans on Activities
6. Other important matters

Chapter V — Accounting

Article 16

The accounts of the Society shall be funded by membership fees, donations, income from the Activities, and other income.

Article 17

The fiscal year of the Society shall begin on 1 October of each year and end on 30 September of the following year.

Article 18

The membership fees of this society shall be as follows:

Corporate Members	20,000 Yen
Individual Members	5,000 Yen
Youth Division Members	2,000 Yen

Chapter VI — Amendment of the Constitution

Article 19

The Constitution of the Society may be amended by a resolution of two-thirds or more of the members present at the General Meeting.

Supplementary Provisions

As a transitional measure at the time of founding, the constitution and officers shall be determined by the founding committee.

This Constitution took effect on 4 August, 1992 (Heisei Year 4).

This Constitution took effect on 27 November, 2009 (Heisei Year 21). (Revision regarding the fiscal year)

This Constitution took effect on October 22, 2012 (Heisei Year 24). (Revision regarding Standing Directors)

This Constitution took effect on November 14, 2014 (Heisei Year 26). (Revision regarding the establishment of the Youth Division)

This Constitution took effect on March 21, 2019 (Heisei Year 31). (Revision regarding the office address)

Anyone interested in promoting friendship between Japan and the UK is welcome to join. In principle, membership requires nomination by two existing members and approval by the Board of Directors. If you don't know a current member who can nominate you, please contact us by phone or email. To apply, please download the membership application form, fill it in, and mail it to the address below.

Once the Board has approved your membership, we will contact you to arrange payment of the following annual fee.
